Rubric Even before The Paris Peace Conference, the President of Britain, France and USA already under the pressure of punish Germany severely. British general election campaigns of 1918 politicians knew they could have more support if they promised to demand a harsh peace settlement with Germany. France had been heavily damaged by Germany twice, so French wanted Germany to pay a whopping price. In order to provided a moral base for the Allied demands for Germany to pay reparations, the Big Three made Germany the culprit of starting the war, though even now historians still have no consensus whether Germany cause the war.
