解决方案：
按上图配置命令的提示说明，需要执行mkpasswd 和 mkgroup重新生成权限信息
依次执行下面命令
$ mkpasswd -l > /etc/passwd
$ mkgroup -l > /etc/group
$ cygrunsrv -R sshd 删除ssd服务
$ ssh-host-config 重新配置
这里有一个关键的的参数就是
*** Query: Should privilege separation be used? (yes/no)no
其他参数都跟网上搜索的一样
$ cygrunsrv -S sshd 启动服务。
sshd服务启动成功。
以下是我的安装日志
$ ssh-host-config
