RK3399 Android 7.1 删除repo后编译报错

系统：Android 7.1

瑞芯微使用的是 repo 来进行代码管理，但我们需要用 git 来管理，所以就删除了 repo，但是编译就报错，如下：

原因：

原始代码是通过 repo 中的 git 来获取版本号，在删除 repo 后，就无法获取到版本号，导致编译报错。

解决办法：

修改 external/iw/version.sh 文件，让脚本的 if 条件不成立，直接走 else
