1.引入文件上传下载的类库
commons-fileupload
commons-io
2.配置 MultipartResolver 组件(bean)
@Bean public MultipartResolver multipartResolver() : 该组件用来 解析 http multipart 类型的请求体
3.配置静态文件的请求
@Override public void addResourceHandlers(ResourceHandlerRegistry registry) :
该方法中注册请求资源路径,以便 href 链接中静态资源的请求链接与下载。

4.添加页面快捷转向,这样就不用写没有逻辑仅做页面转向的 Controller 了
